When looking for an estimate/bid from HSRC one of the key sizing factors is the number of questions in your survey or interview.The more accurately you can estimate or count the number of questions you expect to ask, the more accurate of an estimate/bid HSRC can provide you. HSRC is providing two example questions below to assist you to understand how HSRC counts questions.
When HSRC is counting questions, nested questions count as unique questions. Example A is a nested question. HSRC counts Example A as 3 questions when developing our estimates/bids.

Example B, below, counts as 4 questions.
