Census ACS Technical Consultation

SHADAC is providing technical consultation to the Census Bureau on the state-level health insurance estimates for 2008, 2009 and 2010. This work is focusing on understanding discrepancies in reported coverage between the ACS and the other major sources of state-level estimates (for example, survey estimates from the CPS and National Health Interview Survey (NHIS)), and  providing technical direction for state health policy analysts as they utilize the ACS for populations covered or eligible for coverage under CHIPRA and ACA.

The purpose of the State Health Access Data Assistance Center (SHADAC) at the University of Minnesota is to help state monitor rates of health insurance coverage and to understand factors associated with uninsurance.  SHADAC provides targeted policy analysis and technical assistance to states that are conducting their own health insurance surveys and/or using data from national surveys.

Subcontract to RTI on ASPE RFTOP#11-233-SOL-00250: Design of the Evaluation of the Affordable Care Act (ACA)

This project represents a first step in the larger evaluation of coverage expansion resulting from the Affordable Care Act (ACA). This task order will develop a design and methodology to evaluate the implementation and outcomes of the Medicaid Expansions under ACA. The evaluation will focus on the effects of the Medicaid expansion on the newly eligible enrollees. The University of Minnesota team will be supporting this effort by providing expertise on analysis of federal data, design and analysis of state surveys, evaluations of state Medicaid programs and health reform, and identifying data needs for evaluations of the ACA.
