Terry Allan served as the health commissioner at the Cuyahoga County Board of Health (CCBH), serving over 880,000 Greater Cleveland resident from 2004 – 2022, when he retired after 35 years of public service. Terry has direct program and administrative experience in emergency preparedness, environmental health, epidemiology and surveillance and a range of Community Health and prevention programs. He led the County’s response throughout the COVID-19 Pandemic, the Ebola response and H1N1 influenza pandemic. He holds a Bachelor of Science degree in Biology from Bowling Green State University and a Master of Public Health degree from the University of Hawaii. He was an adjunct faculty member at Case Western Reserve University’s School of Medicine for 10 years and has served on a range of community boards, including the Greater Cleveland Health Care Association, the Cuyahoga County Family and Children First Council and the Cuyahoga County Invest in Children Initiative. Terry is a past-President of both the Association of Ohio Health Commissioners (AOHC) and the National Association of County and City Health Officials. He has served on several national advisory panels for the United States Department of Housing and Urban Development and the Centers for Disease Control and Prevention (CDC) and has testified before the United States Congress. He is a member of the National Public Health Accreditation Board and co-chair of the Accreditation Improvement Committee. He was the Board Chair for the St. Luke’s Foundation of Greater Cleveland and is the current President of the Friends of St. Colman Foundation. Terry is now working as a public health consultant with the Association of Ohio Health Commissioners.

Dr. Jeanette Kowalik is President of Jael Solutions Consulting Services and adjunct faculty at Baylor University. These roles enable her to dismantle systems of oppression and advocate for equitable policies and practices, domestically. Previously, Dr. Kowalik was the City of Milwaukee Health Commissioner where she led the COVID-19 response and declaration of racism as a public health crisis. Her experience also includes 15 years of executive leadership experience across the political and social determinants of health. Dr. Kowalik earned her PhD in Health Sciences and BS in Healthcare Administration from the University of Wisconsin-Milwaukee and Master’s of Public Health from Northern Illinois University. Lastly, she became a certified yoga instructor in 2023 (RYS-200 and 300).

Jan Malcolm served as Commissioner of the Minnesota Department of Health under 3 governors: Ventura 1999-2003; Dayton 2018; Walz 2019-23. As Commissioner she was responsible for directing the breadth of functions and programs which carry out MDH’s mission to protect, maintain and improve the health of all Minnesotans. In addition to leading Minnesota’s response to the COVID-19 pandemic, highlights of her three terms include passage of significant legislation to: fund prevention of youth tobacco use and other health risk factors; improve regulation of long term care facilities; strengthen local public health departments and begin to redesign the statewide governmental public health system; and address health disparities. Prior to being re-appointed commissioner in 2018, Jan was an adjunct faculty member at the University of Minnesota School of Public Health, where she co-directed a national research and leadership development program funded by the Robert Wood Johnson Foundation. Earlier she helped develop and implement initiatives to strengthen the nation’s public health system as a senior program officer at the Robert Wood Johnson Foundation.
