Mission-Driven Federal Funding: Aligning Research with Agency Priorities

Mission-driven federal agencies—such as the Department of Defense (DoD), Department of Energy (DOE), and Department of Agriculture (USDA)—aim not only to advance scientific discovery but to address pressing challenges. As federal research priorities continue to evolve, aligning with the missions of these agencies can highlight opportunities to expand research portfolios. Understanding these agencies’ strategic goals and operational needs is necessary for researchers seeking to secure funding and contribute meaningfully to public-sector innovation.

In this session, Amy Kircher, Associate Vice President for Strategic Initiatives, will explore how SPH researchers can successfully engage with mission-driven federal departments by understanding agency priorities, navigating the expectations and obligations of such awards, and embracing co-development models that foster long-term partnerships. The session will address questions such as: Who is funding what and why? What distinguishes mission-driven funding from traditional academic research grants? How can researchers effectively collaborate with agencies to shape and align proposals to meet mutual goals?

Through real-world examples and discussion, Amy will discuss key concepts such as applied research translation, accountability with mission-driven funds, and the role of universities in supporting solutions/task delivery.

Dr. Amy Kircher

Associate Vice President (AVP) for Strategic Initiatives at the University of Minnesota

Learn more about Dr. Amy Kircher

Dr. Kircher leads strategic initiatives and “ecosystem alignment” efforts to drive innovation, economic development, and societal impact. Dr. Kircher previously served as the AVP for Research, where she directed Research & Innovation Office research advancement, external affairs, and strategic initiatives, including engagement with government and public institutions, national labs, corporate entities, and international bodies. She co-founded the Strategic Partnerships and Research Collaborative (now Research Development Office), which works with researchers and practitioners to establish new research projects and programs that catalyze collaboration, innovate for new discoveries, and deliver practical new solutions. Previously, she led the Food Protection and Defense Institute, a research consortium dedicated to protecting the food system.

Prior to coming to the University, Dr. Kircher was an epidemiologist with the Department of Defense and has an extensive background in public health, disaster preparedness and response, homeland security, and supply chains. She received her DrPH in public health at the University of North Carolina – Chapel Hill.
