Dr. Patrick Rock serves as CEO of the Indian Health Board. He is an enrolled member of the Leech Lake Band of Ojibwe. His professional interests include diabetes care, pharmacy care, and health policy and program development. Dr. Rock has served as a clinical instructor at Hennepin Health. He also maintains memberships in several State and National committees on related Native health issues. He is Board Certified in Family Practice.

Dr. Laiel Baker-DeKrey is a licensed clinical psychologist who oversees multidisciplinary clinical teams across counseling & support, integrated behavioral health, school-based mental health services, psychological testing & assessment and substance use disorder services.

She is an enrolled member of the Three Affiliated Tribes, the Mandan Hidatsa Arikara Nations (Knife Clan) of North Dakota. Dr. Baker earned her PhD in Clinical Psychology from the University of North Dakota and completed the Indians into Psychology Doctoral Education (INPSYDE) Program, which strengthened her commitment to expanding culturally grounded behavioral health services for Indigenous communities.

With twenty years of clinical experience and thirteen years in management and leadership, Dr. Baker specializes in trauma-informed care, co-occurring disorders, integrating evidence-based and empirically validated practices with decolonized, culturally grounded approaches that honor Indigenous knowledge, community values, and lived experience.

 Dr. Wescoup is Lakota, Dakota, and Cree. She is an enrolled member of the Ihaƞktoƞwaƞ Dakota Oyate (Yankton Sioux Tribe) and grew up in Chamberlain, South Dakota. 

She is a Licensed Psychologist and currently a provider at the Indian Health Board of Minneapolis. Dr. Wescoup’s clinical work focuses on health disparities in Indian Country. She has been working in Urban Indian Health Care for two years. Dr. Wescoup’s research explores how American Indian identity is impacted by settler-colonial systems like education.
