Gina Graham, E-PHAP student, has published an op-ed in the Milwaukee-Wisconsin Journal on mental health care reform. The article addresses the number of individuals in Milwaukee with mental health needs on probation, parole or conditional release living in Wisconsin communities.  Graham argues for a performance-based payment system by its public health care system to improve provider performance and client outcomes.
