These estimates were produced by the Cannabis Research Center as a companion to a related research brief (PDF), using data from the 2022 Minnesota Student Survey, a statewide survey of public school students. Representing the year just before the Minnesota Legislature legalized cannabis for non-medical use by adults age 21 and older in 2023, these data provide important baseline context for understanding the landscape of youth cannabis use prior to legalization. They can be used to help local communities and policymakers understand the issue, so the state can endeavor to prevent risky, underage cannabis use as the policy environment evolves.
